This cannot be unintentional.
A few months back, the RMT in FFXI decided to start making gil by gardening and then selling whatever they grew to the NPCs. Lots of legitimate players do did this, as well.
When SE caught on, they swung their mighty banhammer and took out, yes, plenty of RMT (who'd all been using trial accounts, anyway) as well as legitimate players who gardened. And so there was another banning scare and people developed a sort of botanophobia.
Skip forward a few months, for the Christmas event, SE adds a new game: Smilebringer Boot Camp. You run around a zone and hit a bunch of checkpoints and if you do it within [x] time, you get a prize! Yaaay! They left the game up after closing down the rest of the holiday stuff, but they changed the prizes (getting turkeys and trees year-round would be a bit odd).
The new prizes are: seeds (which you plant), cactus stems (which you plant), and tree cuttings (which you plant).
... not sure what to make of this.
