Surprisingly, yes! Some people are even crazy enough to have multiple characters for fishing, log one in after the last has finished. I cannot begin to fathom having that much free time. (It was probably more common for people to finish the quest before they changed fishing, because it was easier to use a bot program to fish for you.)
