I totally don't remember the author or the title (which is, um, a large part of why I'm having problems, no doubt) (though that does sound familiar), but if this is the one where Seifer comes back to Garden and Zell ends up getting stuck as his probation officer, and Seifer has Ultimecia stuck in his head but Eden gets rid of her, and they have to go to the missile base, and Quistis keeps running into both of them and being kind of puzzled by the whole thing, then yes.
